RECORD OF PROCEEDINGS
AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS

IN THE MATTER OF:	DOCKET NUMBER: BC-2013-02940
		COUNSEL: NONE
		HEARING DESIRED: NO

________________________________________________________________
_

APPLICANT REQUESTS THAT:

His DD Form 214, Report of Separation from Active Duty, be
corrected to reflect his Korean and Vietnam service.

________________________________________________________________
_

APPLICANT CONTENDS THAT:

He was assigned to the 45th Tactical Reconnaissance Squadron (45
TRS) in February 1955.

In support of his request, the applicant provides copies of his
special orders.

His complete submission, with attachments, is at Exhibit A.

________________________________________________________________
_

STATEMENT OF FACTS:

The applicant retired from the Regular Air Force on 31 Jan 74
after serving 20 years, 10 months, and 29 days on active duty.

The applicant’s AF Form 7, Airman Military Record, reflects that
on 14 Feb 55 he was sent to the 45th TRS, Korea.

The applicant’s AF Form 911, CMSgt. SMSgt and MSgt Performance
Report, Block V, Comments of Reporting Official, for the period
of 17 Dec 69 thru 16 Dec 70 reflects he completed 10 courier
missions into the Vietnam combat zone.

The remaining relevant facts pertaining to this application are
contained in the letter prepared by the appropriate office of
the Air Force, which is at Exhibit C.

_

AIR FORCE EVALUATION:

AFPC/DPAPP recommends denial. After reviewing the applicant’s
master personnel records, they found no documents to
substantiate his claim that he served in Vietnam or Korea.

The complete DPAPP evaluation is at Exhibit C.

________________________________________________________________
_

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

A copy of the Air Force evaluation was forwarded to the
applicant on 5 Aug 13 for review and comment within 30 days. As
of this date, this office has received no response.

________________________________________________________________
_

THE BOARD CONCLUDES THAT:

1. The applicant has exhausted all remedies provided by
existing law or regulations.

2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.

3. Sufficient relevant evidence has been presented to demonstrate
the existence of error or injustice. Based on the applicant’s
evaluation report which specifically states, “He has completed
10 courier missions into the Viet Nam Combat Zone”, we believe a
reasonable basis exists to conclude the applicant served in
Vietnam. With regard to his Korean service, a review of his
Airman Military Record clearly reflects he was in Korea from
30 January through 2 March 1955. Therefore, in light of this
information we elect to resolve this matter in favor of the
applicant and recommend his records be corrected as indicated
below.

_

THE BOARD RECOMMENDS THAT:

The pertinent military records of the Department of the Air Force
relating to APPLICANT be corrected to show that:

	a. He had boots on the ground in Korea from 30 January through
2 March 1955.

	b. He had boots on the ground in Vietnam in December 1969.
